BI agents need workspace context

An agent inside a BI workspace needs more than chart-generation ability.

It needs context about datasets, measures, refreshes, permissions, report intent, semantic models, lineage, and business definitions. Otherwise it becomes a conversational wrapper around incomplete metadata.

BI agents are useful when they respect the workspace as a governed environment.
